A little about gov procurement in Ukraine

The legacy of the Soviet Union, Ukraine inherited a developed energy sector, chemical industry, metallurgy, mechanical engineering. The annual volume of public procurement is more than 15bil of Euros.
Taking into account the holding of Euro 2012 in Ukraine there is a growth market of national tender relating to the construction of infrastructure for the European football championship (stadiums, hotels, roads, electrical substations, etc.)
In order to avoid of abuse in the market of gov tenders, to creation of competitive environment and to elude corruption, the Government has introduced lawgiving mechanisms of regulation of tender process. Over the past five years, legislation and, accordingly, the rules in government procurements have changed a few times. The existing law of government procurements contains a provision on equal participation in procurement process, both domestic and foreign manufacturers, creating a competitive environment and providing efficient use of national money.
Without looking at the specified equality of participants and the transparency of procurement procedures, the Ukrainian realities are different from other world norms and overseas companies rather difficult to independently enter in to the market of government tenders.
